Cornelis Jan Kallemein and Maarten van Abeelen from the Safety Region Rotterdam-Rijnmond have uncovered a problem with some foam dam constructions on tank floating roofs
The Rotterdam-Rijnmond area is unique due to its large harbour and industrial area. In this harbour there are a lot of vertical atmospheric storage tanks to store flammable and combustible dangerous goods. Protecting these tanks is critical to the area’s economy, environment and safety.
We are the advisors of the department of industrial safety, part of the Safety Region Rotterdam-Rijnmond (the regional emergency services). We work with tank operators and tank equipment suppliers to advise on new, safe approaches to tank design and operation.
NON-COMPLIANT PROTECTION
We have recently come across foam dam constructions on the floating roofs of such tanks that do not comply to NFPA 11 requirements.
During a fire protection system commissioning test in the beginning of 2021, we advised the authority which has jurisdiction, in this case the Omgevingsdienst, the Dutch Environmental Agency, on a new full contact aluminium floating roof in such a storage tank.
